Operator-selected policy for restoring persisted cluster data on startup.

LoomCache maps Hazelcast-style cluster recovery choices onto the local Raft/WAL recovery path. FULL refuses partial local recovery when a WAL tail or latest snapshot is corrupt. Partial modes recover the best valid local state currently available.
